Cork International: Outplacement in low skill workforce

Cork International decided to relocate part of its manufacturing capacity to the Far East and several hundred staff, across a variety of grades, were to receive Outplacement support.

The Outplacement programme Quo devised had a range of objectives, from advising on the initial announcement of the change through to providing on-going help and advice to the individuals affected.

A key issue for this programme was the range of skills of the departing employees. In particular, at the unskilled end of the workforce, up to 30% of the staff were illiterate. So Quo had to think creatively about how to assist these workers to get through the maze of applications and telephone enquiries.

In addition to personal help for these individuals, the programme included conventional assistance such as training on CV and letter writing, telephone techniques and so on. A mailing to 1000 local employers was designed and executed. In addition, though, with the help of local DOE offices, Quo set up a permanent “Jobshop” providing other support, advice on the benefits system and posting of live employment opportunities.

Despite the size of the redundancy programme, the vast majority of the departing staff moved rapidly into further employment.
